Slow Internet, it's been 3 weeks

It isn't the coax, it isn't on my end, I see a lot of people complaining on the internet for the last couple of weeks, even the wifi spots on CT are not available.
I need to know whats going on, I pay for 300 mbps down and I'm getting 30 at best, my upload speeds remain the same though.
