Slow gigabit when wired

I have gigabit service.  On my cell phone it will speed test on wifi at over 400.  On my desktop with has 10/100 and wireless b/g/n  it will speed test the wifi at apx 45 which seems right...  and wired at about 70.  

 

SO.....   I got a USB 3.0 gigabit ethernet adapter.  However it still won't go above 85 for a down speed I get 37 for upload.  I checked and it is plugged into a 3.0 port and I manually changed it to the gigabit from "auto".  Is there possibly a powersaving setting or something in the gateway that is limiting me?

 

Im using the xfinity supplied modem/wifi  CGM4140COM

Just curious, but if your desktop only has a 10/100Mbps interface, this would normally mean you also do not have a USB 3 port due to age. Unless you've installed a PCI USB 3 interface card.

Those are definitely the specs confirmed through device manager. USB 3.0 controller. Six USB ports in the back two are blue and marked SS.
