Should I get enhanced upload speeds in Minnesota

I have the connect more plan  200/100 mbps.  I live in a 1st ring suburb of minneapolis.  I have an arris sb8200 modem.  People in support chat and on the phone say I should receive 100 MBPS upload speed, but I am only getting 12 MBps.  Download speed is as advertised.  I was assured my area and this modem were capable.

The last online chat I had with them, they said they needed to reprogram some stuff and it would take a couple hours and they would text when they finished.  They texted and said they were done, so I rebooted my modem and router and upload speed is still only 12 mbps.

Anyone from xfinity here that actually knows whats going on?

@Borgieman - the Arris SB8200 is not on the list of approved Cable Modems for "Next Gen Speed Tier", please reference this Xfinity Article,

I got a Hitron Coda56 modem at the recommendation of the advanced tech team of Comcast.  I am now getting 240Mbps down and 120Mbps up.
