Schedule Technician for exposed cable wire

Neighbors had tree cut down , and now the cable line is exposed in the common area behind my townhouse.  I need someone to come and check my modem and internet to see if the wire has been damaged.  My internet starts lagging and going in and out around 5pm every evening.
