safety/grounding, multiple homes affected

I am a property owners association president.  Throughout our neighborhood we are finding the Xfinity box covers open and also that home installations do not appear to be bonded to the home's electrode system and often there are no grounding blocks.

This is causing damage to modems and any device connected by Ethernet to the modems despite other items on the same power strips not being damaged.  This has happened multiple times as a result of lightning even when it doesn't hit the homes... the poor grounding is causing a voltage differential and destroying our systems.
