replace modem internet only works through VPN

I replaced my modem with the same make and model as one that broke.  Now I can only use the internet through my VPN.  DEvices without VPN can not use internet at all.  If I disable VPN I get redirected to some kind of Xfinity webpage.  Other devices like my phone asks me to register on the new network - not my private wifi, but the WAN network like when you are in a hotel.
