Receiving A LOT of packet loss as of recent, Looking for solutions.

I have been having some issues with my internet for quite some time now. It is all over the place, at times it is 1mb/s and at other times it is at 175mb/s down. When the download speed is up, I dont seem to experience packet loss in games though. The upload speed stays consistent at around 5mb/s. I did some reasearch and learned of the program PingPlotter although I'm not quite sure how to decipher the data. I am looking to resolve this issue as soon as possible.
