Realtek drivers
I suffered from low upload speed a tech came out 5 times one month and this month he came again. Everything panned out showing my upload speeds was 38 to 40. Aside from the live agent not having a signal to my modem everything was fine. So I did some digging why was my 40 upload exist then suddenly stopped. I realized I updated my driver when it lowered.
I uninstalled my realtech drivers and cleaned the files left behind. Rebooted and let windows install driver and wallah upload speeds back to 40 again. I went into my properties for my adaptor and advanced to change speed and duplex and gigabit lite is not there nither is the EEE energy saving modes.. I noticed when they are it goes back down to 10 Mpbs for upload.
I am writing this here incase anyone else has this issue. As upload not only needed for live streaming but it helps with online games to upload textures and maps . Yea I know it memory reliant primarily but upload helps.
I suspect that gigalite is outdated and thus doesn't play well with the latest speeds I can't be sure I know my speeds improve with it gone.
Anyway it's work doing this and checking ethernet cable and all that

First of all I love the fact your being pro-activive about this!
https://www.speedguide.net/articles/network-adapter-optimization-3449
here is a interesting network adapter guide, along with some network tools, you might find useful, it shows the settings and what they do and if you should use it or not,the green Ethernet thing you wouldn't want on,
also I reading about some settings in windows it's self, so I don't know if you know about the task manager or not, so in the task manager you are able to set the priority value of a service or program, so a higher value allocates more cpu power and memory to that program, possibly increasing proformance, like your game I would set very high, I think this would be useful on a system with limited resources, I also found in the browsers themselves, there are internet settings, I was surprised to find that mine was set to use a proxy by default, also that guide suggests to download the latest drivers from the real tech site it's self, I don't know what speed your service is or what router you have, that being said, I just got one of the 2.5 gig usb Ethernet adapter, so hooked up to the Xb7s 2.5 gig Ethernet port on back, using cat6 cable with very satisfying results, Comcast in my area upgraded the gigabyte plan to 1200 Mbps, it deliveres every bit of that and more, I am getting roughly 14000 Mbps and a little over 40 Mbps, this is all on a computer from 2011, to be honest I am mostly a Linux guy, but oddly enough enough I been playing with win 10 because of that new adapter, I do want to mention that adapter has to run from a usb 3 port, or the speeds are way lower, I hope that guide helps some

I know those didn't work for me. I Buil;t my pc not the Latest tbh but it's new enough for me,. My motherboard is Asus Rog strix x5700-E gaming (no I didn't buy it because of the gaming label) Gaming label doesn't mean it's good that's just a marketing scheme most of the time. However it was the only motherboard I could afford for my Ryzen 9 3900x Also it has 2 ethernet cards built in one realtech 2.5 gbs other intel 1gb. I use the realtech tbh. I have 32 gbs of memory and my gpu is nvidia 2070 .I was looking at a new gpu but resellers are buying them out too fast and they are above my budget. I use xfinity's box I feel their modem less of a headache to deal with. my internet usage isn't the issue.
Realtech newest drivers is not entire working well to me. I undate my speeds slow .If I unstall one release or 2 below all works great.

Personally I use the rented Xb7, it does everything I need it to do, it has a 2.5 gig Ethernet port on the back, the others are 1 gig, it you don't have the Xb7, I don't think you will have the 2.5 gig port, even tho Comcast upped the speeds to 1200 Mbps, I find you really can't take advantage of them if you use one if the 1 gig Ethernet ports or your network card can't handle over 1gig, this I can be wrong, but this seems to be the way it works for me, your system you built is impressive, it should handle everything you throw at it, I have found on most network cards the link negotiation is set to auto, which usually works just fine, but sometimes I have found I need to set it to the desired speed I want to connect at to work correctly, I have gotten speeds of 1500 Mbps so I know I know it's possible
update I found this link
