Questionable speeds?

Hi,

I had the 800 Mbps package (superfast I believe it is called).  One thing I noticed in the last year is that I do occasionally see packet loss (usually during the evenings).  I play some games but also use for remote work (interactive terminals)--so packet loss even if its minor is always detectable.  I'd say its not significant (under 1% most of the time but is present).  If feels as if it is more noticed from 5pm-10pm - peak use times so I suspect the node in my area is oversubscribed. 

Initially I had an Arris SB8200 connected to Netgear 7000R.  My PC is connected directly by 1Gb cable to that router.  Seeing some uncorrectables against all channels when the packet loss spiked one night I decided to get a Netgear CM1200 and XR1000 Router.  

I tested the old and new setups during this process by using https://speedtest.xfinity.com/ and would even test with a direct connection to modem bypassing the router.  I still see 600-650 Mbps download and 20 Mbps Upload (the upload is normal) during these times with some packet loss.   For the 800 Mbps package I'd expect to see better especially with no other devices consuming resources.

Seeing that the 1.2 Gbps package advertises a 35 Mbps upload and I am not under contract I wanted to give that a try... so added that yesterday.  Even after power cycling the router I still get roughly the same speeds as before on the download (600-650 Mbps) down and only 20 Mbps upload.  I really don't care about losing .2 Gbps if I get a little more on the upload side... I'll eventually swap out this gear later for modem that have 2.5 Gbps port.  It is just odd that even with a faster package the download speed is unchanged and even the upload is still locked to 20 Mbps.

Do I have a problem still?   The stats look clean.  Is my assertion that my area is oversubscribed valid?
