Port Forwarding and Account Access

I have two problems.

First, every time I try to open a port, it says that it has opened the port, but it still remains closed.

Second, I am unable to access wifi settings on pc, as it say "not eligible". I am also unable to edit account settings, as it just says to reload the page infinitely.
