PoE filter
Is there a way to tell remotely whether my building has a PoE filter installed, or does it require a tech to come out and verify? I recently moved into a new apartment and want to set up a MoCA network, but don't want to attempt it without verifying the presence of a PoE filter.

Apartment. Yeah.
They didn't put one on my house when they did the install. You could see if you can hijack your neighbors with an MoCA/Ethernet adapter, or see if their devices start randomly showing up on your stuff.
You'd have to break into the cable box to see if anyone has one, or inject a high frequency signal on the line (try a square wave at 1100Mhz) with an arbitrary wave form generator in your apartment and see if you can measure it in your neighbors apartment, or blindly trust a tech that comes out to say it's there. I don't like the capability unless I physically control the coax runs.

It wouldn't be on the entire building. It would be on the individual line.
