Plan says 100Mbps upload speed but only getting 14Mbps

Hello, I recently subscribed to an xfinity 300 Mbps download plan that to include 100Mbps upload speed. I moved from a previous apartment in the same building that was getting 100Mbps upload and now its only 13Mbps and occasionally it runs faster to 80+ Mbps. I have power cycled the xFi modem but no luck.  What do I do now?
