Persistent packet loss and latency with Comcast backbone servers

Hello,

I'd like to send a direct message to someone who will look into and/or report the issues I've been experiencing for over two weeks with constant packet loss and connectivity issues that are outside of my local network. I have PingPlotter images to provide proof and further explanation. I've already had my modem replaced and been elevated to level-two tech support with no acknowledgement to the backbone IPs with a constant packet loss average of 23%.
