Persistent 80%+ packet loss / connection timeouts on Lumen (AS3356) transit — Philadelphia area

Hi,

I'm experiencing persistent, reproducible packet loss on the Comcast → Lumen (AS3356) transit path out of Philadelphia, PA, affecting all traffic to destinations in Kyrgyzstan (and likely other destinations routed via this path). This has been happening consistently, not just during peak hours.

Location: Wilmington, DE

Issue: Sites/servers in Kyrgyzstan are unreachable or extremely degraded. This is not limited to one destination — it affects the whole region behind this route.

Loss begins precisely at the Comcast-to-Lumen handoff (hop 7, ae13.bar4.phi1.sp.lumen.tech) and worsens dramatically at UCOM-LLC.edge7.Amsterdam1.Level3.net (hop 9, 83% loss), then persists at 80-93% through every subsequent hop all the way to the destination. This is not ICMP deprioritization on an intermediate router — the loss is carried through to the final destination and confirmed with real TCP traffic below.
