Paused devices, still having internet access. Why?

A "Paused" device should not have access to the wifi. And yet, it continues to do so. Why?

Tell that to the OP.  I don't have any xfinity devices other than a dvr so I have no idea what is meant by paused.  Now that I know I will avoid it thx, you just lost more possible comcast business.

You may want to clarify on 'paused'.  Any internet connected device still powered on that isn't manually disconnected from wifi or wire will remain connected to the internet.

@EG has Comcast ever admitted to the issues, or set out a plan to fix them that you know of. The parental controls hardly work at all on Xfinity.
