Packet loss / Bad Network HOP

Hello,

I have a remote server that is hosted overseas.  I am able to access the end destination, however, there is severe packet loss that is impacting connectivity & causing packet loss.  I am using my own Modem & Router, however, DHCP is all default via Xfinity.  When I connect to my server from behind a VPN, I no longer use the default route of Xfinity and my packet loss goes away.

Who do I contact about having this investigated?  I understand that the packet loss is occurring outside of Xfinity's network, however, this is the peer route that Xfinity has configured.
