Only ever getting 540 mb/s at 1000 mb/s plan. Is everyone's speed always half of what they are paying for?

I have noticed that many posters in this forum, no matter what their internet speed plan through Xfinity is, are experiencing half of what they are paying for. I am no exception. I am always at 540 mb/s or so over ethernet, despite paying for 1000 mb/s for the past 24 months. I tested this on speedtest on multiple computers, and have reset my internet several times over these two years. I have an ARRIS SURFboard SBG6900AC Docsis 3.0 16x4 Cable Modem/Wi-Fi AC1900 Router. I use Cat 6 ethernet cables.

I am wondering if anyone knows if when I am forced to upgrade to 1200 mb/s for another promo period, if I will start getting half of that and be at 600ish mb/s, or if it will still remain at the same 540 mb/s and I will have wasted more money for a year? If I downgrade to 800 mb/s, will my speeds be at 400 mb/s? Thanks for sharing any helpful experiences.

... paying for 1000 mb/s ... ARRIS SURFboard SBG6900AC ...

The SBG6900AC is no longer an approved device for any Internet speed tier. The similar 16x4 SBG6950AC2 is approved, but only for plan speeds "Up to 372 Mbps". See https://www.xfinity.com/support/devices.

Using devices on speed tiers for which they are not approved, and using devices that are no longer approved, tends to produce unexpected results, often speeds well below the manufacturer's rating. Consider picking one of the modems on the "Devices" page that is approved for your speed tier or dropping back to a lower tier.
