Ongoing outage issues in neighborhood

How can I submit a complaint for poor network quality over the past few weeks. The internet keeps going out and this isn't typical. It seems to have started when some scheduled work was done in the area. An ETA on a long-term solution would be helpful. I'm not sure if it is related, but an electric company is converting powerlines to underground in our neighborhood.
