Ongoing latency issues - Arden Arcade area of Sacramento

For several months, there is high latency and dropped connections during peak hours, 5-10pm, that is slowly getting worse every day.  This is in the Arden Arcade area of Sacramento.  Phone and chat support has not been helpful as several neighbors and myself have tried to at least see if Xfinity acknowledges this problem and has plans to resolve but no luck.  

Any help with getting info or escalating to someone who can help would be appreciated.
