Not getting upload speeds

I am having a similar issue as well. I pay for the GIG service, which is under the new tier of recieving 300mbps on the upload. Not only am I not receiving those speeds , but a representative changed my plan without permission ( I.E. an ask to change the plan, they stated they needed authorization to add to account). This not only took away my discounts, but it charged me more and it’s for a an increase in upload speeds that were promised free via, Email , advertisement and the corporate website.
