Not getting full speeds from new Arris S34

I recently did a factory reset of my Arris S34 modem as I am only getting ~950MBS download speeds instead of closer to the 2000 that my plan supports. I also realized that the network cable was plugged into the slower speed port. 

So, with the cable in the correct gig port and the factory reset completed, I am still not breaking 1000 MBS on this modem. 

Any other suggestions?

Does the device the modem is connected to have a 2.5 Gbps or faster network card? If it's only a 1 Gbps card, you'll be limited to 940 Mbps or so.

It is connected to an ORBI RBR750 Netgear Router

Netgear's specs for the ORBI RBR750 say that it has three 10/100/1000Mbps Gigabit Ethernet LAN ports, and one 1Gbps Gigabit Ethernet WAN port. The device does not support speeds above 1 Gbps.
