New Public IP address
I am having issues getting emails through two different email clients as well as being able to FTP to my host provider. If I connect directly to my cable modem I do not have issues. I can get onto the internet and go to my website with both my router or modem. The router has no filtering or ip blocking. The issue is either with, my webhost blocking in the backend my IP address, or Xfinity has a bad node on the IP address I am sitting on. My host has been unable to resolve the issue claiming it works on their end. I powered down my Modem and router overnight hoping to get a new public IP address but it did not change. I was hoping to get the new IP address because when I go directly through my modem, it gives my desktop a new internal IP address. I found my public IP on a blacklist as well. Can Xfinity change my IP address? I have called xfinity and have had no solution from regular support. This needs to go to a higher level. I experienced xfinity business problem when I had a VPN and the NOC found the problem to be a bad node at Xfinity.

It worked when you connected directly to the modem because your public IP address changed. Your public IP depends on the first MAC address the modem "sees". When the router is connected that's the router's MAC address, when the computer is connected it's the computer's MAC address.
It's most likely your webhost is running security software that is blocking your public Comcast IP. Often webhost staff are not even aware that such a system exists, let alone how to clear your address from it. You can check that address at https://www.google.com/search?q=What+is+my+IP+address. Comcast does not provide a way to change your IP address and they won't change it for you.
If you're using your own modem and router, just clone the MAC address of the computer in the router. Most routers have this feature.
If you were using a rental Comcast gateway you'd have to:
A VPN is another possibility. If you use one your public IP won't actually change, but systems you connect to will see the IP provided by the VPN rather than your actual public IP as assigned by Comcast.
