New modem external IP wrong location

I've encountered an issue with the last two Xfinity modems I've had. The external IP addresses assigned to these new modems are based out of Rockford, Illinois, even though I live in Downers Grove. Specifically, the IPv6 address locates me in Oak Park, but the IPv4 address (which most streaming services rely on) places me in Rockford. As a result, I can't access local stations on my streaming services.

I've contacted Xfinity support multiple times, but they haven't been able to resolve this. They mention changing my IP address, but that only affects the internal IP address, not the external one, which remains locked by Xfinity.

Is there any way to change the external IP address to reflect my actual location?
