New Construction - Need cable buried and connected to house

I've been trying to get a hold of a real person to help me get internet at my new house for 8 days now and have had no luck.

I explained that the house did not have service and tried to get the internet pulled to the house in August, got a call about "confirmation" that it was done. 

Last week, tried to call for connection but went out to take a look but there was no wire in the conduit. Called and asked for someone to come out and bury a line and then for a tech to come out.

2 technicians came out, one same day, one on Sunday. Both said the same thing, there's no reason for them to be out there because they can't do anything without the line at the house.

I've been calling to get things connected and cannot reach a single person to help me.

No customer support number for real people to help is ridiculous.

On top of this, after my latest hour and a half of begging for someone to be sent to help get me internet, I get a call from a scammer that I cannot even understand. At least the scammers have real people on the other end of the line...
