Never getting close to what I'm paying for

I pay for the highest package available in my area, 1.2 but I never get more than 30 mbps during the day and every now and then in the evening I will reach 800, but it's rare. Should I drop by package down to even the 1000 mpbs package?

No, you should bother Comcast about the slow speeds.  Getting 800 sometimes proves the network is capable of at least that.  Only 30 is just plain off.  Something isn't working right.  if everything is working well a 1.2 plan should get you 1.4 down.  Comcast tends to overprovision a bit.  Of course to hit those speeds you need WiFi working perfectly (good luck with that) or a 2.5+Gb ethernet connection.
