Network ping spikes - Upstream Power Level (dBmV) too low according to Arris SBG8300 spec sheet

I am experiencing network ping spikes even when directly connected to modem. Arris spec sheet says I am under the specified range for Upstream Power Level. Not sure what to do.

Acceptable Signal Levels

QAM64 n/a +23.5 dB or greater
QAM256 -6 dBmV to +15 dBmV +30 dB or greater
-15 dBmV to -6 dBmV +33 dB or greater
