Network outage

Network is apparently damaged.  Group of guys showed up and started digging up my neighbors yard.  Asked them when it would be fixed but none of them spoke English.  They left about 4pm.  On day two no network.  My work is hybrid and my wife goes to school virtually.  She had a final exam tomorrow and cannot get on group forum to study.  When will this be corrected and how will this be made right.  This is beyond inconvenient.  There are lasting ramifications.?!?
