Netflix thinks I'm using a VPN when I'm not, they've directed me to contact my ISP
I am experiencing issues streaming on Netflix when connected to my Xfinity Wi-Fi across all devices at my location. However, streaming works perfectly fine when I switch to my AT&T mobile hotspot.
I contacted Netflix support, and they advised me to reach out to my ISP (Xfinity). According to them, the IP address currently assigned to my modem is being flagged as originating from a VPN. I want to clarify that I am not using any VPN, and I am using an Xfinity-provided modem.
Additionally, there was an outage in my area yesterday. After the service was restored, I restarted my modem, and the issue began occurring shortly afterward.
I would appreciate your assistance in resolving this issue.

Comcast/Xfinity assigns your public IP address, but do not control where others think that IP is located. That's done by third parties. https://forums.xfinity.com/conversations/your-home-network/fix-geolocation-of-my-ipaddress/666127b51e56d61567f91b4d?commentId=66618f1609e34b487ca2560a and https://www.xfinity.com/support/articles/correct-geolocation-data may help you correct the location info.
Changing your public IP may or may not change where these third parties think you are located. If you're using your own modem and router, you can use the router's "clone MAC" feature to change your IP.
If you're using a rental Comcast device, they do not provide a way to change the IP address, and they won't change it for you, so you'd have to:
A VPN is another possibility. If you use one your public IP won't actually change, but systems you connect to will see the IP provided by the VPN rather than your actual public IP.

Have you checked your IP address at several VPN checkers. If find that they often have less than 100% agreement on which addresses are bad. Also, perhaps netflix can tell you which service they use. I'm guessing that if you are only marked as a VPN by one, showing them that other services say you are not a VPN might be reasonably convincing that they are in error.
