neighborhood-level infrastructure congestion

I am continually have Internet issues.  My monitoring of traffic shows periodical (many times per day) loss of packets ranging from 1 packet to MANY resulting in internet traffic loss for as short as a second or two, but more critically for upwards of 10 or minutes.  This started months ago and was generally limited to evening hours. It is not much more frequent and is impacting day time hours as well.

Technicians have been out and confirmed no issues in the house or any RF communication issues between the Gateway and upstream.  We have not noticed any Cable TV issues.  Gateway has already been replaced.

A technician today retested and reported the same findings.  He did share that the issue is the upstream node supporting the area/neighborhood. It supports nearly 300 gateways/devices and is experiencing over-utilization/excessive traffic a good portion of the day (especially heavy in the evenings to early AM).  It is an older node.

How do I get this addressed?  Seems the whole neighborhood needs this node to be upgraded.

Currently, I am not getting the bandwidth or services I'm paying for and Xfinity is not cheap!
