Your public IP address is controlled by an Xfinity DHCP server upstream from you. It keeps track of your hardware MAC address in a tmp file. Rebooting or releasing then renewing the address on the router won't change it (I don't think that's an option with Xfinity gear either).
If you leave your gateway off long enough after the current DHCP lease expires, you 'may' get a different one if there are a lot of other user changes by you locally, but likely not. If you have 3rd party gear and can clone (spoof) your external MAC address, you can get a different IP address. Otherwise, you are waiting for an equipment change upstream from you or a major power out event to get a different IP address.
If you are under a botnet attack or other hostile DoS attack, you can report abuse here: https://internetsecurity.xfinity.com/help/report-abuse I generally see over 60 intrusion attempts/portscans/unsolicited traffic from unique sources per hour, 24/7 in my firewall logs though. There is always hostile traffic on the internet. It's internet noise.
