Monthly outage in Renton fairwood area

Been paying $100+/month in hopes for fast and reliable Internet service but there has been what seems to be a recurring outage almost monthly in the Renton fairwood area in greater Seattle. The same cause "network damage" is listed every time. Can anyone elaborate on what this means in detail and whether anything is being done to permanently resolve this issue?

Vandals in Tuwila cut a major cable, which caused outages in multiple cities in south King County.

Network Damage could refer to anything from a car accident taking down a pole to someone digging and hitting an underground cable.
