Moca problems

So what I'm reading and from research asking all the tenants in my apartment building we're all connecting to each other's gateway

 Which what I found out it's the moca filter my question is how do you get a service tech out to the apartment building? To put one on

 Without being charged when it's xfinities hardware problems in the first place
