lower than advertised speeds and outages

hello,

ive been having this issue going on 6 years now and ive had no solution. My advertised speed is 1500mbps and i get anywhere from 300 to 600mbps, and random outages here and there.

Throughout these 6 years ive had several technicians come and replace the outside cables and indoor cables, i have also used the xfinity modem and currently i am using an Arris S33 modem, which is more than capable of handling the advertised speeds. 

Please help me with this issue, thank you.
