Lower download bandwidth than normal and very low upload bandwidth, intermittent very high latency and packet loss multiple times per hour

These issues only started recently in the last week or so. Traced the line from the cable box shared with my neighbor back to my house and into the cable modem. There are no signs of abrasion, all connections are tight, and no splitters are in line.

Speed test down maxes out at ~200Mb/sec, used to be 400Mb/sec+. Upload speed test maxes out at <2Mb/sec and when this runs it latency always exceeds 500ms and is often in the 1000+ms range in many cases followed by timeouts.

Pings to the local router almost always in the <3ms range and no drops. Pings to the next hop out is where the above tests of latency are being run against. Pings to other public resources such as 8.8.8.8 show similar. Test results are the same whether wireless or wired and from multiple devices, but as these tests above show it likely already ruled that out but did it anyway just to be sure. 

Next steps to try?

SB8200 cable modem shows the following. Note that the modem was rebooted in the last 30 minutes, hence no correctable errors but normally i only see a few dozen correctable errors and few or no uncorrectable errors. Event log is clean, just shows the last boot, nothing getting populated in the log throughout the day.

Hello db501, thanks for the amazing insight and detail in your post, but I can see why you'd be reaching out for help on this. I appreciate you already checking your lines and going through some troubleshooting steps on your end, but I do have a few clarifying questions to make sure we get started on the same page. Are you using a standalone/personal router along with your modem? Also, is this issue impacting wireless, hardwired, or both types of network connections?
