Late packets causing jitter and latency

Issue has been since March multiple tech visits and it always ends with modem signals and wall signals are good and that’s it 

For any advanced uses with the internet is where the issue lies general browsing isn’t an issue . But anything involving constant data being pushed in and out is where it’s noticed heavily in gaming no matter the game while hard wired .

The issue was fixed on May 6th through a previous post I had someone here worked some magic that caused my modem to reset around 5-6 times within a hr after speaking and it lasted a week no issues anywhere . SADLY after a outage in the area and it being “fixed” my issues have comeback and I’m really wanting to avoid this tech visit cause it never solves anything just maybe it can be remotely fixed again 

through packet loss test they don’t fully get lost but they arrive with extreme latency and that’s where the skipping and jittery comes from 

Speeds rarely dip but since the outage that was proclaimed to be fixed my connection drops out and all upload data gets cut off
