Issue with XB10 modem

I recently upgraded from an XB8 to an XB10. My upload speeds are working perfectly at full Next-Gen speeds, but my download speed is hard-capped around 135 Mbps. Multiple field techs have swapped the modems and verified the physical coaxial line is completely clean, and they attempted to push a boot file to no avail. This is a documented backend rate-code provisioning conflict where the CMTS is sending an unprovisioned fallback boot file to my DOCSIS 4.0 device. I need an engineer or Tier 3 support agent to audit my billing rate codes, fully de-provision my old gateway history, and manually push the correct symmetrical X-Class boot file directly to my XB10's MAC address.
