is xFi a scam

I 'upgraded' to xfi on 11/22/22 by signing up online and picking up an xfinity router/modem at their store.  While endeavoring to connect items to the new wifi on 11/27/22, the xfinity app advised me that the router xfinity had provided 5 days before was obsolete.  The app offered to send a new router in 3-5 business days.  After 8 business days, I contacted xfinity to inquire, since I didn't really have access to the internet.  The chat person advised that the device had arrived at my home, but could only offer an order number, not a carrier/shipping number.  I work from home, nothing had been delivered and there was nothing on the camera to show they had delivered something that had been stolen.  I was told a new one would arrive the next day.  It arrived 12/9/22 and I installed/activated it.  On 12/24/22, the wifi stopped working for all devices.  They would connect, we could get to the internet for 30 seconds to a minute, then the wifi would go away for several minutes.  You could find it again in a few minutes, connect for 30 seconds to a minute, then it would disappear, over and over.  I restarted the device, I spoke to multiple customer service/repair people who restarted it, tried to trouble shoot it, told me that would call me by a certain time (they never did), hung up on me, told me I could only connect 8 things to the internet, then 5 things (the person at the store when i returned it said 4 things--note, she also said the xfinity data cap in the western US was required by the FTC), I didn't have fast enough service for what I was trying to do, etc.  After several hours of wasted time, I advised I wanted to de-activate the garbage device they provided and go back to my own modem/router, which was still sitting there unplugged, waiting (almost smugly, knowing that I would fail in my endeavor).

It should be noted, we have had comcast/xfinity since at least 2008, using our own modem/router and have never had trouble with the number of devices online in our home.  Yes, there are smart plugs, computers, streaming devices, phones, ipads, TVs, etc., but we aren't streaming all of them all the time.  During COVID, we were all working/schooling online on 4 different devices, with video/audio and files online all time, with no issues on a 75 mbps data plan (it is now 200 mbps).

Is xFi a scam?  Is xfinity/comcast saying, 'sure you can have unlimited internet (with no way to actually access the internet).'  It feels like xFi just stole money from me for that month, with no actual internet service provided.  Has anyone else had this experience?  Has anyone else contacted their congressional delegation to inform that xfinity appears to be offering internet thru their devices, without actually providing internet access thru their devices?  If not congressional delegation, has anyone reached out to their local cable/internet regulator?  Has anyone reached out to their AG?

I have had hours of my life wasted by this corporation, and not been provided sufficient internet access for basically a month.  I'm asking for avenues/support to try and hold this corporation responsible for its actions.

I was looking at the xfinity customer guarantee, and it has not been honored in any manner over my multiple interactions with this corporation for the past month.
