Internet troubles

For the last 2 weeks we've had internet connection issues. We've had three technicians come to the house and replace the cable from the pole, the cable to the modem, the splitter in the basement, and nothing seems to help. Each time the technician comes they tell us that there is nothing wrong though when you do speed test at night it drops to 2% of our plan which is two gigs. I've been asked by the AI chat bot to reset my modem 1,000 times and it does not seem to help. What else can be done to get us what we're paying for? It seems to be outside of our house but the technicians who come cannot resolve this issue and the chat bot is not helpful at all
