Internet throttling via DPI?

Hi -- I'm having an issue with my Xfinity service and I'm pretty sure it's Xfinity throttling me via dpi. Here are the symptoms:

-- Video/audioconferencing: every 150-180 seconds, I start getting signal losses that persist for 15-20 seconds, reducing video + audio quality

-- Minecraft: when my son is playing on a remote minecraft server, every 150-180 seconds he gets laggy connections with the server that also persist for 15-20 seconds.

-- Ping times and signal levels are unaffected while these disruptions are happening.

The reason why I think this is a comcast issue is that these problems go away instantly if I turn on a vpn (either nordvpn or cloudflare warp). Has anyone else experienced this? Is there any way to talk to someone at comcast knowledgeable enough to handle this? I had a tech out a couple of weeks ago who found some signal issues and replaced some coax connectors and the signal levels improved; but the issue still persisted.
