Internet speed

We are paying for 1200 mbps, I did a speed test and it's consistently less than 400 even after unplugging/restarting the modem

Wired or WiFi?  If you're using WiFi have you tried a wired test?  Plug a computer into the router/gateway with an ethernet cable.  WiFi is notorious for causing performance issues, and for debugging purposes it's very useful to know if you have a WiFi problem or an issue with your line from Comcast or perhaps your modem/gateway.

I am paying for the same and have the same issue hardwired with 10gbit backbone to computer using xfinity's modem through a unify usg pro-4.  In the past I have gotten ~1gbps but the last several weeks it tops out at around 460.  Multiple restarts don't help.  Even xfinity's speed test shows the slow speed.
