Internet speed

I have the Blast service since 6months and should be getting speed of 200 in actual getting only 25% of contracted speed
Tried calling Comcast several times and gave me a ticket no which I followed up several times unsuccessfully
I should reimbursed and be charged only 25% of the monthly fees since they can not fix the issue
