Internet speed is horrible

I pay $109 a month for 1300mbps and have tracked every time my speed is throttled. I’ve seen speeds between 4 and 200. At this point should I change providers?

I had a reduction in speed too last night around 2am from Xfinity.  I usually have download speed of 80mpbs and last night I only had less than 1mbps.  I don't know what happened.  Tonight the speed seems to be alright.
