internet slow and keep dropping split seconds at a time

for about 2,3 weeks ive had nothing but issues, im paying for a high package, the ladies on the phone at customer support, talked to a manager even that reassured me no outrages in my area, no issues with my modem or Ethernet, but im still only getting 200 out of the 700 down im paying for, i get i wont get my full amount ever why its high, so hopefully it stays at at least 400 to 500 but i dont even get that, im getting less then 200 for 2 to 3 weeks now, and my bandwidth is utter trash, i keep losing connection to my internet every few second, this post took 3 days to post cuz every time i tried to hit "post" my internet cuts out, its so bad i cant even use it at all! this needs to be looked into

p.s. AND NO i will NOT reboot my modem for the 50th time that never does anything, ive also done every step, the modem is only 2 months old im quite upset, im disabled i cant get out of the house at all and the internet my only thing to do, please get back to me ASAP!!!!
