Internet Service Issues.. Packet loss and Latency

I recently started having issues after xfinity send me a text message saying they were going to do "work to enhance the network in your area". This happened on 3/18. When the "outage/maintenance" or w/e they were doing ended, my connection came back, but now I always have packet loss and Latency issues. Having phone calls/meeting while connected is impossible and playing any time of online game is also impossible.

When i try to call or chat with a REP it keeps saying there is an outage in my area and that they cannot connect me to rep. These has being happening since 3/18. When is this going to be fix ? how is it possible there is an outage going on for almost a month ? I though you guys were "enhancing the network" ? what is going on ? Can i get some help from an actual human please... 

I have tried everything on my end and I'm pretty sure this is issue is from outside.

Yes, the "outage" is still going on in my area. Still getting packet loss anywhere from 5% in the morning to around 20-30% at prime time.
