Internet Plan Inconsistency & false advertising

Hello, I am confused and need assistance with the internet plan speeds. 
I had an older generation plan as it was called by the tech I last talked to.
The plan consisted of 2100/300 for Download/Upload 
with my speed tested upload being closer to 360 Mbps

I went and saw new plan deals for internet and saw the new 2gig Up and Down plan which stated
Plan speeds of 2000/2000 Mbps
Then lower it said
Typical Speeds of 2346/2123 Mbps 

After agreeing and submitting to the new plan I went to check the account summary of the plan and it states 
Speeds of 2000/250 Mbps
and after speed testing I now cant even reach above 280 Mbps for upload. 

Help please. Im tired of having Upload being 1/10th the speed of downloads and My Equipment the Unifi Cable Modem is extremely capable of going above 250 Mbps.
