Internet in and out all day for a week

I need help.   I have done everything and I am still having issues for 6 days now.  Works for a while for 15 or 20 minutes then out.  It is not functional.  I have done everything.   New router, new modem, 2 techs, on the phone with support 6 days and nothing has fixed it.   Neighbors having the same issues.  We need an emergency case for this area.  This started on 1/6 we had power outage and snow storm.
