Your upstream power level should be between 25 and 54 dBmV, so it sounds like that may not be an immediate concern. Let's go through a few more clarifying questions to get on the same page. Are you using a standalone router along with your modem? Are you seeing the intermittent connection on all devices or just one? And finally, are you seeing this over Wi-Fi, ethernet, or both types of connections?
