Intermittent drops of internet / 30 seconds

We are getting intermittent Internet drops. We have had a tech out 2 times. The line to our home has been replaced, extra splitters removed, and some work done on the box outside the house. We have replaced our modem and router (we own, comcast blamed an older modem). All drivers are up to date. 

Any ideas - Motorola modem MB8611 / uptime 13 hours
