Intermittent drop out on the internet

This problem is intermittent it takes about 3-4 weeks when it starts my speed slows down and start to drop out internely then it comes back and my be fine for3-4 weeks everything is fine have changed the router 3 times and the router several changed all wires to cat 7 and replaced switches to new 2.5 gig switches and still have this problem when it bad my speed test goes from 988.6 megs download to a speed of 1.6 megs download this is at it worst and doing anything on the internet is fun can't play Sirius XM without dropping out or not even working and don't try video services hear a link of test over 3 days when working right

on this one link scroll down to where it says 25 and click Max then hit update this will show you the 3-day total

This a 3 day test every 5 minutes as it shows is up and down by 100%  in a 5 minute time right now I am in an up incline so my speed is getting better now this has been going on for 2 years now I have several tech and sometimes they find something but nothing changes it still goes in cycle of up and down
