incredibly slow downloads from AWS S3

I've been having a lot of trouble over the past hour or two with accessing work-related systems hosted on AWS (in one of the west coast zones) from my home network in Louisville, Colorado (zip 80027).  I've tried rebooting my cable modem and router.

I'm downloading a 55MB file from s3.amazonaws.com and it's taking MANY minutes.  The download speed has been between 10 KB/s and 50 KB/s.  Yes, KB not MB.

I've also tried google's default speed test several times, and that's been ranging between ~38-68 Mbps.  So there's seems to be some specific issue with S3, at least from the region where the file is hosted.
